A Green Revolving Fund is an innovative funding model that establishes an internal capital pool dedicated to funding energy efficiency, renewable energy, and/or sustainability projects that generate cost savings. - Rob Morrison, Program Leader for Waste and Sustainability and Sustainability Advisor at Blue Mountains City Council. Blue Mountains City Council has implemented a number of emissions reduction projects and is well on its way to achieving net zero emissions from operations by 2025. An instrumental part of this reduction has been the establishment of the Council’s award-winning Carbon Revolving Reserve which ensured these projects were viable.
